Do not use /usr/ports/infrastructure/man/ by default because this directory is not contained in OpenBSD base, and because even people having the directory often don't understand that they need to run makewhatis(8) - and instead complain about the resulting warnings. This commit reverts revisions 1.17 and 1.21. Requested by deraadt@ millert@ kettenis@ who argue that people using /usr/ports/infrastructure/bin/ already need to set PATH, so editing man.conf (or, though more fragile, setting MANPATH) should not be a big deal for them.

revert previous has fun effects on some manpages under some circumstances, as found out by sthen@: the gindent manpage looks like shit when seen with that new default man.conf on an uft8 terminal, e.g., quotes combine with the previous character to yield accented letters for no reason. this should be handled calmly after release, not rushed in at the last minute (okay deraadt@)

When using the _default search path with _subdir, first sort by manual section (1, 8, 6, 2, 3, ...), then by manual tree (share, X11R6, local) and only for ties prefer cat over man. For example, this avoids that /usr/local/man/cat7/roff.0 overrides /usr/share/man/man7/roff.7. Triggered by a question from Jan Stary <hans at stare dot cz>, ok dcoppa@ bentley@ jca@ pascal@.

There is no more groff in the base system, so use mandoc(1) to format manuals on demand by man(1), even though a few manuals may still have formatting issues with mandoc, and a tiny fraction may still make mandoc error out. Also remove the .me and .ms _build rules: we don't support these formats any longer, and don't have any such manuals in base. OK deraadt@ sthen@
