There are time zones that have minute offsets, display those
correctly. Pointed out by pjanzen@.
To display the offset, use ISO 8601, as suggested by David Goerger.

While here check if tm->tm_gmtoff changed which probably means that we
moved in or out of daylight savings time.

.Sh DESCRIPTION

runs a digital clock made of reverse-video blanks on a curses
compatible screen.
With an optional numeric argument

it stops after

seconds (defaulting to never).
The optional
.Fl s
flag makes digits scroll as they change.
If the terminal is too slow to keep up,
.Nm
skips seconds.
Pressing the
.Sq q
key exits the program.

The time zone to use for displaying the time.
It is normally specified as a pathname relative to
