Changes since 1.298: +4 -2 lines

Convert remaining timers (lease renew, rebind, expiry) to
timespec values. Translate from the epoch values in leases
to timespec values in one place.

Final step to allow CLOCK_REALTIME -> CLOCK_MONOTONIC time
accounting for the active lease.
