zoneinfo: install tzdata.zi and leap-seconds.list

Build and install the tzdata.zi file and build the leapseconds file
from leap-seconds.list (installing both versions).  Third-party
software now expects these files to be installed.  OK sthen@ deraadt@

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
