Delete some useless setlocale(3) calls in /usr/bin, no functional change.

While here, apply some simple style improvements:
Sort headers, static void __dead usage(), return from main(),
zap case '?', drop /* NOTREACHED */, drop break after usage(), ...

env(1) is obviously a program falling into pledge "stdio exec".  It
does stdio, and it does a raw execve().  It is so obvious.  It gets
only _exit(2), kbind(2), and 46 system calls -- over half of which
are deeply gutted in their functionality to only serve narrow libc
needs for "stdio (includes malloc)".  the other 161 system calls kill it.

Make sure that env(1) always prints a diagnostic message to stderr
if it fails without invoking the utility, such that failure of env(1)
and failure of the utility can be distinguished.
Without this patch, broken commands like "env =foo myprog" failed
silently, now they properly report an invalid argument.

rcsid[] and sccsid[] and copyright[] are essentially unmaintained (and
unmaintainable).  these days, people use source.  these id's do not provide
any benefit, and do hurt the small install media
(the 33,000 line diff is essentially mechanical)

GNU semantics say that if optstring begins with '-' then
each non-option shall be treated as arguments to option '\1'.

BSD getopt match '-' in optstring with a '-' on the command line.
This is used to support deprecated options like "su -" that would
otherwise prevent the use of getopt().

Resolving this simply requires that the leading '-' be moved somewhere
else (I moved it to the end of optstring) since position within
optstring is not meaningful.

Part one of userland __P removal.  Done with a simple regexp with some minor hand editing to make comments line up correctly.  Another pass is forthcoming that handles the cases that could not be done automatically.
