add support for defining variables through the environment

this uses the PKG_CONFIG_$PACKAGE_$VARIABLE format as implemented in fd.o pkg-config 0.29.1;
bump our version accordingly.

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
