Switch rcs_{get,set}_mtime() from returning and taking a time_t to
doing so with a struct timespec and then use tv_nsec = UTIME_OMIT
instead of a (time_t)-1 as a "do nothing" value.  They can then
fully preserve the timestamp

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
