explicitly use BPF_FILDROP_CAPTURE when configuring BIOCSFILDROP

BIOCSFILDROP used to just be a flag, ie, any non-zero value was
treated the same, but i'm changing it so different values do different
things. this way the programs should keep working even if i decide
to change the values for these macros.

Switch base tools from /dev/bpf0 to /dev/bpf. Now that /dev/bpf has been
around for two releases, it should be safe to do so.

Import the DHCPv6 relay implementation.

This code was based on the dhcrelay(8) daemon and shares a lot of the
structures and functions. This daemon implements the following RFCs:
* RFC 3315 Section 20: Relay Agent Behavior
* RFC 4649: Relay Agent Remote-ID option
* RFC 6221: Lightweight DHCPv6 Relay Agent

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
