Introduce a blocklist backend and keyword.

This allows the admin to specify a full region of the OID tree to be
blocked and simply returns NOSUCHOBJECT/ENDOFMIBVIEW.

This deprecates filter-pf-addresses in favour of:
blocklist pfTblAddrTable

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
