Simplify the logic in mandoc_normdate() and add some comments.
Also add a comment in time2a() explaining why it isn't possible
to use just one single call to strftime().
Do some style cleanup while here.
No functional change.
Triggered by a very different patch from des@FreeBSD.

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
