Remove support for automatically checking files out of RCS.  The
behavior is confusing to users and even GNU patch no longer does

Introduce strtolinenum to properly check line numbers while parsing:
no signs, no spaces, just digits, 0 <= x <= LONG_MAX

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
